There are ambitious plans for the former Tolko mill site in the North End of Kelowna.
A report going to council on Monday (Sep. 25) presents three concepts which include land and housing, parks and open spaces and transportation and mobility.

Each concept recommends 3,500 residential units including affordable housing, and spaces for seniors and students.
A minimum of three-to-four hectares of parks and open space is also suggested, along with 225,000 sq. ft. of retail and 950,000 sq. ft. of flexible space.
Amenities and recreation opportunities include a floodable plaza, that would double as an ice and splash park, an arts and entertainment venue, food, drink and artisan establishments, beach and water activity access, a floating spa, and dock and moorage spaces.
The Mill Site team will be conducting public engagement on the three concepts over the coming weeks.
The Tolko lumber mill closed its operation at the site in early 2020.
